Is it normal to poop in wet rag?
I prefer to poop in a rag and toss it over into the empty lot next door, than to waste water and get my toilet dirty.

This is absolutely a BAD IDEA. This is what Africans do because their sewers are clogged from the trash they flush down them. As a result, shit and piss accumulates in the street and breeds disease. Really bad disease.
This is why Africa must be a quarantined continent. Africans attempting to leave should be shot on sight. It took 100 years of slavery just to teach African-Americans to use sewers properly.Wash your hands when ever you return to your home. Sinks make public health possible.
