What is immoral or lacking in character about a consensual commercial transaction between adults? I think you mean jurisdiction? If so, to me morals are about harming others and character is about having ethics in how one treats other people.

My mom owns a duplex off of a street in our skid row/red light district. She rented it to this guy who never paid for power or water so they were shitting in buckets and stuff. There was even shit smeared on the walls. He got a bunch of cots and was using the space for prostitutes who needed a place to do their business. Probably for them to poop too.
Is that the type of place that they take you when you pick them up? Or do they take you to a seedy hotel room somewhere and you pay for an hour to rent the room? I've always wondered where your supposed to take the hooker once you've initiated contact and agreed on the price. This is a serious question by the way. Does anyone know the ins and outs of this sort of thing? OP must know if this isn't a troll post.

The reason it is not normal in my town (RVA USA) is because it's mainly ILLEGAL to do so - and very few people want to wind up in jail for anything, let alone solicitation. Otherwise, if it were LEGAL, I believe that a lot of street prostitutes would be getting rides in droves.
