This is the same line of thought that blames women for getting raped because of what they are wearing. Which is wrong on every level.
There's an ever changing tightrope standard which society says women must conform to, in order to be 'sexy without being slutty'. 'Slutty' by the way, isn't even a thing. I can sleep with as many people as I like, and wear my shorts as high as I like, and as I said earlier, if you don't like that then that's your problem.
If you're dressing in a revealing way then you can't blame guys for looking. You should actually be more worried if they aren't looking. If there was a tight-shirt wearing, muscular, tan guy walking around at the beach you would look. If that guy got upset that you were looking, he would be an idiot.
