The real question is why do you care so much about what other people wear?
They might be wearing them for any number of reasons they feel comfortable in them, they feel pretty in them, they want to show off their legs, whatever.
Why do you care, it is their freedom to wear whatever they want and you shouldn't be dehumanizing and demeaning them by judging them as sluts off of a single item of clothing.
Also if it is a really short skirt they probably don't care too much if you check out their legs as long as you are not a total creepy pervert about it.
