Is it normal to have these face problems!!?

Well for a while now I've had these weird bumps all over my face but it doesn't look like acne at ALL. They look like the little things people get on the back of thief arms... Idk what it is or what to do about it...

    Hives from allergies ? Or some other allergic reaction (not sure if hive is the word). I get that when I eat crabs.

    Is eczema when your skin is really dry or is it the little bumps? Cause my skin is oily...
