Is it normal to have skin this dry?

I once brushed it with a foot nail brush, and I could see tiny particles of dead skin flying up like thin clouds of dust.

It's similar if I scrape my arms or legs with a facial razor, except the particles of skin are like fine flakes instead of like fine dust.

I've always had a problem with eczema flare ups if my skin gets irritated too. Moisture makes that much better, so it might not happen as much if my skin were not so dry.

My hair is also very, very dry.

I really do need lotion or else my skin is dry and sometimes itchy.
