It's normal for someone to have more sexual partners than the other in a relationship. I have had more partners than my boyfriend who's 7 years older than me, but that resulted from him being so absorbed into his work life for quite some years that he didn't really have the time to go out and meet people, let alone have sex.
I personally believe it shouldn't matter how many partners someone has had. As long as you both have a good mental connection and make sure you both get tested before having sex, then all is fair game. There have been many times someone has contracted an STD or has gotten pregnant from having sex ONE time. So the number honestly doesn't matter.
And for the record, it sounds like she's been honest with you. I know a lot of women lie about how many sexual partners they've had. If you knew this prior to getting into a relationship with her, then you have no reason to be questioning her past actions now. You should have done that before becoming her boyfriend.
