Is it normal to have all these fetishes/sexual desires, but only in the rain?

I consider myself a "freak on a leash" type of fetishist but with an actual leash... and collar. But when not triggered by intense arousal I am somewhat of a germ-aphobic. I clean myself often, laundry every week, wash hands more then most people, I open restroom doors with a paper towel, and nudge or elbow all panic doors.
