Basically it is one thing to "think it" and entirely another to actually act upon it.
Some people your age as boy and girl couples do act on it but they don't just "go and ask each other". Have you been sheltered? Look around you know they spend time together and get to know each other as friends--- the object of being friends is not the sex but then later it often comes out of that friendship even if they are younger than you now. That does not make it always a best decision but it is understandable.
You need to talk to someone you respect and who has maturity about these urges, hopefully someone like over forty--- even better a grandparent or grandparent's brother (great uncle) who can explain what is going on with your drives and lack of mental maturity (which is normal--- human brain does not develop good emotion control until almost 25 years old).
