There's always a risk giving that information out.
Most things can be checked on by just using the last 4 digits so if you don't feel good about giving the whole number out, ask if last 4 will do.
Also, not all places that ask for the number are entitled to it or need it. You have the right to ask why your number is needed, what happens if you don't give it and how it will be kept safe/who will have access to it/how will it be used. A good example of a place that doesn't (typically) need it (just wants it) is a doctor's office.
