I try my best not to stare at girls, I think that if they catch me at it they would be offended that a person like me was looking at them. I'm sure if someone hot was doing it they wouldn't mind.
If I caught a girl checking me out then I think I would feel pretty good about myself. Needless to say this doesn't happen very often if at all.
About being fat, I wouldn't worry about it. I am skinny as fuk and girls still don't find me attractive. My overweight friends seem to be able to get girls so I'm sure it all to do with 'the confidence'.
