Well, although I would disagree with him (I think he's being biased), I would say this is as normal as any other religious belief, and it would be a bit hypocritical for people to dismiss his belief when they have no proof of theirs.
There's an entire belief system called 'Dystheism', where people believe that God is evil (whether that be the Christian God or just whatever god people believe in). It sounds like people who believe that would just be a bunch of crackpots, but they do have a good reason to believe it. For example the 'Problem of Evil' argument, which asks that if God is good then why does he let evil exist if he has the power to stop it?
Hindus believe that the gods punish them with a miserable life for being evil in a past life, and people don't question their beliefs.
So yeah, I'd say it would be normal to believe that, even though I do disagree with it.
