A constant victim mentality can actually further disable people who have been historically oppressed even if those people are not being currently oppressed in our modern society. People can cause a sort of self fulfilling prophecy as a result of their own thinking.
You are on the mark history has shown this even when races were in their original areas you still had people finding some reason to hate a certain group. Even if the world became one race it would still be the same.
