The 9/11 planes were taken down with box cutters. Someone could get on a plane with a picture frame and some duct tape. Break off a few long shards, tape the bottom for a handle, and make a few knives for them and their buddies. Bigger and more dangerous then the box cutters. Airport Security like most security is a show to make people like you feel safe. If someone really wants to do something they will.
They are both allowed and not really that uncommon, unless you are literally carrying nothing else. I've traveled with both before, not for that reason, but I've never been asked about either.

That said, you really think you wouldn't be questioned for having a picture frame and duct tape in your hand luggage? It's a bit random.
