Don't forget the slavery. Something like 40% of the population of ancient Rome were slaves. And life was pretty grim for just about everyone else who wasn't born into the top strata of the society.
"Bread and circuses" weren't invented because the rulers liked throwing good parties. The point was to keep the general population distracted so they didn't riot.
