Is it normal to be fake hired?

I got hired and now the employer doesn't call back after 3 months and says they are still setting start dates. This was for the season and pretty sure it's over now. What exactly was the point of making a false promise? They hired me last year no problem.

      I was suppose to be hired for season and they wont give me a start date even though they keep messaging me saying I work there.

      I was given a paper with my schedule and everything. Also I never worked for them. They just hired me and wont let me start the job.
