Is it normal to be behind in simple knowledge but still have reasonable knowledge?

To be behind in education , couldn't tell the time ,couldn't tie shoe laces , not know the alaphbet, can't read numbers after 10000 , silly stuff like that.. Until age 12 , except the number thing .... But seem average in reading and achieved a-levels... Just confusing
Or is this totally normal :,)
