It's still illegal. If the kid is 17+ then it might be okay for a 20-29 year old. But people under that still don't have their brains developed, even at 17+, but at that age they have a basic understanding of sex. It's creepy for a 30+ year old to creep on people that haven't even developed yet
It's illegal because it's illegal. Sex between races was illegal fifty years ago, and makes as little sense. For almost all of human history if you were over 14 you could make your own decisions, and that was the normal age for marriage. It's only in the last few years in the US that that has changed. The fact that you think it's creepy is all about modern mores, not any basis in fact.

Under 14 is a child. Biologically over that age is an adult.
