Iin, the phantom cutter

I work in a nursing home. A staff member keeps cutting the residents clothes with scissors. It doesn't happen often and there is no apparent reason for it.

Any ideas?

    A. The cuts are done perfectly, not hack jobs, PC must be using very sharp quality scissors.

    B. The residents draws, beds, cupboards ect. are checked all the time.

    C. It would be to easy for a visitor to get caught, staff have access to all residents things and know when the windows of opportunity's exist.

    It must be a staff member...but why?

    How do you know that it is a staff member and not something else? For all you know, this could be the work of The Phantom of the Nursing Home! He's making everyone that stands in his way suffer the consequences.
