I think most governments don't want to breed clever people. Clever people would see through every lie that the government told. What governments want are people who are just smart enough to operate machines and do the task at hand, but just dumb enough to keep accepting the same bullshit at every election, and have a massive fear of change.
The result is a society with an average IQ of 100-120.
Simplifying an overly-complicated reply I just made here.
Yeah, that's absolutely true about the average. But average intelligence is how the test is calibrated in the first place. They compare your intelligence to the average intelligence of someone your age. So if you score 100, by definition you have the average intelligence of someone your age.
So across all ages, the average IQ in acountry should be 100.
If it's not, either the test isn't calibrated correctly. Or they're using some method other than the original [(mental age) / (actual age) X 100] way IQ tests were calculated.
So basically, it's because it's a relative score comparing you to everyone else. And on that scale, 100 is defined as right in the middle of everyone.

To be fair though, the average IQ has to be 100 by definition ..lol

The "average" IQ is the IQ of everyone in a respective country, divided by its' population. It has nothing to do with the number 100.
