Normal, but do you wash under your foreskin coz you should. Once it gets used to you pulling back the skin and giving it a gentle wash, not only will it be more hygienic and free from nasty germs, but the pain will go away. This will all lead into being able to have pain-free fun with either yourself, or someone else when the time comes. Make sure to use a gentle soap at first, then rinse it off thoroughly. Trust me I have gone through this and it is normal, just take better care of it.
