It's not normal, but it does happen. It has nothing to do with you. There are a lot of psychological and physical reasons that can cause this...if he doesn't think it's a problem, then I would say just let it go, but if he wants help, I would suggest using Google or some other search engine to look up the causes. There's many possible causes, he may have to consult a doctor to figure it out.
But again, it's nothing you're doing wrong or he's not enjoying it...and there's really nothing for you to do about it unless he wants to do something about it.

He does use that testosterone gel on his shoulders. He does have a little deficiency.
