It's not exactly 'normal' but it happens. It's a condition called delayed ejaculation or inhibited ejaculation. Your boyfriend has a mild or moderate case...some are so severe that they can't orgasm in front of their partners, and some can't orgasm at all.
Have you tried sex in different positions? He might just have to be in a certain position(whatever position he's in when you give him oral) to orgasm. Do you two use condoms? If he wears one during sex but not oral, that could certainly make a difference. Does he masturbate? He might just be so used to certain sensations, and oral mimics his hand better than intercourse does.
If condoms are the issue, there's really nothing you can do until you're ready to have sex without condoms. But try different positions...ask him if there's anything that really turns him on - anything from talking dirty to watching porn to touching him a certain way or him touching you - that might set him over the edge. You should also try withholding from sex, and tell him not to masturbate, for awhile until he feels like he's ready to burst from the slightest contact.
