Hormonal changes in the body during puberty and adolescence affect everybody differently, so it was probably pretty normal for her, at 13, to feel that way about you.
I don't think it was normal for you to respond to her rubbing her crotch against yours in the way that you did. I think you demonstrated a great deal of self restraint and love for your sister by sending her back to her room. I think a "normal" brother under similar circumstances would take unfair advantage of their little sister's moment of weakness.
I think it's important that you don't make her feel bad because of this experience, and don't tell anybody.
Don't let her in your bed anymore, but otherwise treat her like you always have. Be the big brother that she loves, and can trust to have her best interest at heart.
