He didn't know her well enough to know her personality. He has barely talked to her. He has tried to talk to her, shows up at work when she is working and he is not, adjusted his work schedule so he could try to talk to her, but she isn't interested in him.
She really would be considered "ugly" by most peoples standards.

Either he likes her for her personality, or maybe he thinks that indeed she is attractive.
