The entire system is specifically designed to make half the population argue with the other half of the population over state-approved issues that have no effect on the people pulling the strings. The people controlling the banks don't give a crap about gay people getting married, a bunch of them are probably gay themselves. But gay marriage is a safe, polarizing issue that's never going to be resolved, so they can keep bringing it up any time there's an election to divide people.
