      It is when there’s no chance of them achieving anything or living an independent life. I know I wouldn’t want a child that could never make me proud.

            I don't think severely retarded people should be having children, but I'm not saying that they should be sterilized either.

              Yes, it raises difficult issues. Perhaps these people who lick bus windows could agree to sterilization in exchange for subsidized medical care.
