look from what I can tell this is something you should ask the people you live with (I think you mentioned you do live with others). ask the people that share the toilet if they mind. personally even in public if a toilet just has some urine in it and is otherwise clean, just flush it, it's not that gross. unpleasant sure. it'd matter even less if it's close family/relatives. in addition, consider investing in one of those dual flush systems (with a smaller/quieter flush option).
