The problem with your thinking is that if you want a handgun to protect yourself, then the criminals also can get handguns. Handguns are relatively easy to hide and transport.
I would outlaw handguns altogether, except for the few people who really need them. Then I would make a simple law where anyone can shoot to kill, or kill in other ways, anyone who is in possession of a handgun. Gun collectors and museums would need to make special precautions for storage, display and transport.
The criminals already have guns and can get them whether legal or not. How do you not understand that? Citizens need them for protection against the gun carrying thugs.
