I think you just feel this way because you wish he'd give you some of the attention. That's not a crime, you ARE the girlfriend.
But don't be jealous. That's his sister. I highly doubt he's doing anything bad, and if he is, well he's just a sick freak now isn't he?
Just talk to him about it. You don't have to mention that you are jealous, but tell him you'd like some of that treatment. I'm sure it wouldn't be a problem to him, in fact he probably wants to act that way towards you, you just seem like you wouldn't like it.
