If there's an age gap and he's much older I could understand, he probably still sees her as his little sis, but if they're close in age, then I find it odd.
I have sisters and as kids we play-fought but the touching stopped during the early teens/puberty.
Not sure what's going on there, but if were you I wouldn't be too jealous, even if she's very pretty. Unless he has an incestuous relationship with her.

I don’t think it’s a jealousy thing. They are adults. That should’ve stopped long ago.
