Yep, normal. If you're female it's the pressure from the full bladder on your genitals, if male I guess sort of the same thing?
Some women love to masturbate to climax with a full bladder but I've never found it pleasurable: try that and I'd suggest close to the toilet in case you lose control, which is what's always put me off it
