Your ideas contain an obvious bias of hatred. Making things more expensive for parents will only make it more difficult for conscientious parents (who wouldn't be breeding like rabbits and handing their kids off to foster care anyway, or having kids they can't feed) to raise children and by that note, removing a large portion of prospective citizens from society.
The problem isn't as simple as You think it is and won't be solved as simply either. As it stands, your solution would only generate a different set of problems.
