I actually have a story for this one. My aunt use to slap my butt all the time as teasing when I was a child. I didn't like it one bit. I would tell her to stop, but being so young with a squeaky voice, she didn't take me seriously. So I had to sit down with her and tell her, "Please stop slapping my butt, it makes me really uncomfortable." She got upset that a 10 year old was having a sit down with her, but she stopped.
This is what your sister has to do to your stepfather and mother, at the same time. Even sit with her for emotional support, but let her do the talking, because they need to hear it from her. If the stepfather doesn't stop, then tell the mother.
