Hmm...? I can see why you see this as inappropriate. That being said the way you describe this I don't think he's doing this to be sexual or inappropriate. I think this is his playful way of disciplining. It's unusual but not necessarily wrong.
Agreed could be a form of discipline to other members of that family.
Even if he doesn't consider it sexual or inappropriate, he still needs to stop because it's rude.
I don't see why it would be fun to do as a play thing :(
