A locking collar shouldn't exist if it does. They are meant to "break off" if they get caught on something to prevent the kitteh from getting strangled. Maybe the cats are just playing in some bushes and they're getting caught on branches and getting pulled off. Have you looked around outside for the collars?
my sister's looked everywhere on the roads/front neighbours lawns/our own backyard for the collars and no sign of any of them. they're pretty lazy (especially my big cat) so they don't really go crazy climbing around on trees or doing activities which could result in them getting their collar stuck somewhere, and especially since this has only recently been happening since 2 years of owning them after just moving into this new neighbourhood and it's happened 3 times i highly doubt they're doing it themselves
