Many of today's ghetto areas of many major American cities 50-100 years ago were predominately white middle to upper-middle class neighborhoods, and the white upper-middle class suburbs of today a little further out from the city didn't even exist yet back then, it was still rural. Cities have gradually expanded and the nice suburban areas have gradually moved further and further out while the once white suburbs gradually got taken over by minorities and become the inner city neighborhoods of today. You've noticed how houses and buildings further out from the city are mostly newer and more modern than the ones in the inner city.
