Is it normal my phone making random dial up noises

My phones been making random dial up noises. I don't know why. It happens generally when I just leave the phone sitting down or let it charge. I thought it was Bluetooth so I shut it off. However it still making dial up noise at random times. It's a cellphone not dial up.

    When that happens to mine, I soak it in the toilet for exactly 34 minutes. It always stops after that.

    It's just me, the Ratman. Need to borrow your cell now and then for a few days. Just got out of county lock up in Jersey.
