To me it sounds like he wants to have sex with other women, but wants his marriage to you as well. It's either has been cheating on you, or he has someone in mind he would like to have sex with.
By swinging or having an open relationship, he would not be cheating on you.
If you are open to the idea, then try the swinging thing. That way you at least know who he is having sex with, and you get something new at the same time.
