Is it normal leaves from neighbors yard

I have a big tree in my front yard. I have not raked my leaves yet.
My neighbor doesn't have any trees in their front yard and my leaves began blowing into his yard.
Today, he cut and cleaned his front yard. On our shared side of the yard, he blows a line of leaves into my yard(from my tree). About 3ft of grass is his. He blows that small area into my yard.
I feel responsible but feel this was a dick move and could have easily communicated frustrations with my leaves.
Am I pushing blame or should I own the fact I was being too lazy about my leaves?

    You can either foster good neighbor relations & clean up the leaves your tree dropped or scream a war cry and leafblower that shit back into his yard. Dealer's choice.
