I think so, for things like serious disabilities and illnesses it is better for the future of humanity.
I don't like the thought of hardcore genetic engineering, cloning or unnatural shit like that, because you don't know where that could go, what it could lead to. But in terms of discouraging certain people from breeding, I don't think that's a bad thing.
You can always adopt if you want to have kids that badly. If I ever have kids I'd probably adopt, since I don't like the thought of surrogacy.
