I don't think it would work in a country that has a highly fragmented political scene.
In order for the system to work it would involve centralising power to one entity for it to work and this is one fundamental hurdle you will come across particularly in the United States.
Our system is government is purposefully set up to avoid this. "Separation of powers". I'd rather have it this way than risk a charismatic individual seizing power, especially with the weapons America has at it's disposal.
