From my knowledge, it could be the type of hymen you have. Some women's hymen aren't even opened enough to accommodate a simple tampon. You might need to take a look down there and see if it's a small opening. If it is, you may want to use pads for now and wait until after you lose your virginity to wear tampons. If not that, you should just try to force it more and maybe put water around it. It might be uncomfortable the first few tries but it should eventually just slide into place without any pain.

True but I didn't want to suggest that because I don't think she's a virgin and probably didn't have that in her house. KY jelly would work well for sure or any lube.

I don't know about water, how about KY jelly instead?
