I like your idea, but it's oversimplified. Like another person pointed out, many of these people have mental problems. Many are also using drugs.
This type of system would also have to have drug rehabilitation programs in addition to job training, education, medical attention, ect.
We don't wanna be running some damn concentration camps. Homeless people are also innocents, so they can't be treated like prisoners.
I disagree with the no pay thing. Giving them even very small amounts of money would help with their reform. Work and see reward.
All of the factors involved in the creation of such a program make me wonder whether it would be economically realistic as well.
That being said, I still like the basic idea of getting these useless people to be productive members of society.
