Is it normal i cant find any none flaky friends?

I don't have many friends and the ones I try to make plans with always flake out at the last minute. Which is pretty useless to have them on my list if I never get to see them anyways. How do you find friends that arnt complete flakes? I get they have lives and everything but if they never see you what is the point of having them their?
