Is it normal i can't tell if someone is overweight or average?

My coworker said she's overweight by 15 pounds but she looks just like my friend who I know is 140 at 5'4 which is a healthy bmi and she doesn't really look fat at all to me.. so I really don't get how to tell when someone is overweight or average.

I have seen people call Katy Perry and Kelly Clarkson fat. Don't get caught up in this ridiculous hype.
