In their recent update they fixed quite a bit. It actually has a stable framerate now. Also, I haven't noticed any glitches recently. The servers don't experience unexpected resets as often as they used to, as well.

Pirates of the Caribbean Online did. The Legend of Pirates Online is a remake.

I think so. I haven't played Toon Town Rewritten.
It's pretty solid. I mean its toon town so it's not like a sit down all day and play game but it's pretty fun all the same
