Is it normal horrible at comforting others

I'm a young woman and for my entire life which is basically childhood and teenhood, I have been incredibly bad at comforting others when they are sad or something. When a friend of mine expresses such emotions, I feel intense discomfort and am completely unsure of what to do. I also feel very uncomfortable with saying reassuring words or providing a hug etc. I have been like this since i was a kid. Could this be the result of how I was raised or what?

Just listen, and ask them if they need anything. I don't understand why it would be weird to hug anyone in crisis though. I will say that oftentimes it's better to let people cry it out than to immediately hug them, and try to shoosh them, which isn't really a help at all. Let the person in crisis know that you hear what they're saying, tell them that you believe them.
