Is it normal he pees against my tree?

Ive been seeing lots of yellow in the snow around my tree which is on private property away from the walkway, right under my window. I wondered who was letting their dog get so close to my house when there is a grass strip so I watched after dark.
I discovered that its not a dog, its a neighbor from a few houses down peeing on the tree! Just unzips and pisses in the open. WTF!
Does anybody do this and if so, why? Is it something personal, I really don't know this guy and Ive barely spoken to him.
Im not sure what to do.

    Put up a motion light to illuminate his wang. Problem solved.

    If he happens to be taking a walk already and was raised by wolves or just bad parents its a guy thing. If he is leaving his house to pee on your tree it could be an issue or he is just an exhibitionist who likes the thrill of possibly being caught. Take a high powerd flashlight and shine it on him when he does it next, that might scare him into finding somewhere else to relieve himself. If not, call the cops, it is illeagle.
