Well, staring at anyone is sorta unsettling no matter who is staring or what the person is wearing.
I'm a full hearted believer that clothing shouldn't change how you treat a person, as beta as it is of me. I can only hope that any woman who dresses lighter is aware that, "Hey people can see my cleavage, because, well, I have it out," but I don't think that justifies straight up staring.
It's a dubble check system they dress sexy u give them the predatory look they rebuff your affection this is the self confidence test if u continue unabated u are self assured and self confidence is never creepy if they continue to rebuff u then u may not meet there standards for looks but this has not stoped many men and I know that every women wants to be fought for
If you're just dead eyed staring thats creepy, and also some females get a confidence boost by rejecting guys they feel aren't up to their standards.
Basically, the majority of people under age 30 today have no concept of how to meet people for dating outside the internet or being too drunk to remember what's happening at a bar. Or at least from what I see at work and stuff, kids today are socially awkward as fuck.

And while staring is not polite (try to be discreet about it) if the girl is really wearing super sexy clothes that show everything I say stare all you want. Too bad if they don't like it. I'm not much of a looker but sometimes still get stares from guys and it gets on my nerves because it makes me feel like a piece of meat they're ogling in a butcher shop and I can't them to piss off because I'm too shy to say anything. It drives me nuts :(

If you don't want men to stare then try wearing less sexy clothes.
When you wear super sexy clothes - tight tops, low cut blouses, tight jeans etc and you look at your self in the mirror to make yourself attractively sexy - then you are asking for guys to look at you, even if that is not your main intention.
